BEFORE ISHIHARA CONSIDERS THE POSSIBILITY of illegal aliens creating a disturbance during a state of national emergency, he should take note of the fact that the greatest danger to law-abiding Japanese citizens comes from other Japanese.
Although crimes by illegal immigrants are on the rise in Japan, most criminal acts are committed by Japanese. Ishihara professes a deep concern for the safety of his Tokyo citizens, but it seems that his views on the foreign peril have a lot in common with the racist hysteria in the United States against Japanese-Americans following the Pearl Harbor attack.

石原東京都知事は、国家非常事態における不法滞在外国人による騒乱の可能性を考える前に、法を守る日本国民にとって最大の危険は、他の日本人からもたらされるという事実に注目すべきである。
日本では不法滞在者による犯罪が増加しているが、犯罪行為のほとんどは日本人によるものである。石原氏は東京都民の安全に対する深い関心を公言しているが、外国人が日本人にとって脅威である彼の見解は、真珠湾攻撃直後に米国で起こった日系人に対する人種差別的ヒステリー反応と共通するところが多いように思われる。
