Recent images of Chinese citizens violently protesting against Japan with expressions of extreme hatred and loathing were disturbing to say the least. Aside from protesting against the violence, however, it would be truly nice if the Japanese government responded with something truly constructive in building up amiable relations between both peoples.
As one measure, I would suggest using official development assistance money for scholarships for a number of Chinese students to work and study in Japan. While in Japan, the scholarships would pay expenses in full, thereby eliminating the need for the students to have to support themselves.
Perhaps scholarships could be given to some of the student protesters who appeared on television. Such a measure would hopefully provide an opportunity for Chinese students to see that the Japanese, by and large, are not militarists or devils. This may sound hopefully naïve, but in view of the apparent ineffectiveness of Japanese ODA money spent on large construction projects and on other efforts to build up mutual trust, perhaps a different approach that deals with Chinese people on a more personal level should be explored.

最近、中国人が日本及び日本人に対して極度の憎悪と嫌悪の念及び暴力を抱いて中国の町中抗議しているという、日本人にとって不愉快な映像は放送されている。こういうデモに対し日本政府が両国民の友好関係の構築のために真に建設的な対応をしてくれることを望むところである。
その一つとして、政府開発援助（ODA）の資金を利用して、多くの中国人留学生に日本で働きながら勉強してもらうことを提案したい。日本滞在中の費用は全額奨学金で賄うので、自活の必要はない。
テレビに出演したデモ参加者の中にも、奨学金を与えることができるかもしれない。そうすれば、日本人が軍国主義者でも悪魔でもないことを、中国の学生たちに知ってもらうきっかけになる。稚拙で非現実的な提案かもしれないが、日本のODAが大規模な建設プロジェクトに使われるなど、相互の信頼関係を築くための努力に今回のデモであまり効果がないようであることを示唆されていることを考えると、もっと個人的な次元で中国人と接する機会を増やしていく等、別の信頼関係の構築方法を模索すべきかもしれない。
